語源
「counter-」はラテン語 'contra' を経て英語に入った接頭辞で「〜に対して(反対)」の意、そして「dumping」は動詞 'dump' に接尾辞 '-ing' が付いたもので、 'dump' は元来「落とす・積み下ろす」の意味を持つ。
「dump」は中英語や方言の 'dumpen' などから発展し元は物が落ちる意味だったが、20世紀初頭に安売り（不当廉売）を指す経済用語としての意味が定着し、それに対する措置を示す'counter-dumping'が貿易法の用語として生じた。
当初は物理的な「落とす・降ろす」の意味だった 'dump' が次第に「大量に安く売る」の意味を帯び、'counter-dumping'は「ダンピングに対抗する」という単純な意味から「不当廉売に対する公式な救済措置（税や調査）」を指す専門語へと変化した。
