語源
『apparatchik』はロシア語の『аппаратчик』（apparatchik）に由来し、『аппарат』（apparat：機構・組織）と、人を表す接尾辞『-чик』から成る語である。
『apparatchik』は20世紀中頃にロシア語から英語に入った語で、もとは『аппарат』（組織・機構）に属する人を指すソ連の政治語彙として形成され、政治報道などを通じて英語に借用された。
当初は『党の組織の一員』を意味したが、次第に『無批判な官僚・党の追随者』という軽蔑的な意味合いに広がった。
