語源
「functionary」はラテン語（主に後期ラテン語）の語『functionarius』に由来し、『functio』（遂行・実行）と動詞『fungi』（遂行する）から派生、接尾辞『-arius』は「〜に関する」を示す。
『functionarius』は後のヨーロッパ語（例：フランス語の『fonctionnaire』）を経て英語に入り、名詞『function』に接尾辞『-ary』を付ける形で17〜18世紀に英語の『functionary』になった。
元は「役割を遂行する者」を意味したが、次第に「役人・官僚」を指すようになり、時に事務的で創意のない人物という否定的な含意を帯びることがある。
