語源
「non-citizen」は接頭辞「non-」（ラテン語'non'で「…でない」）と「citizen」（ラテン語'civis'由来で「市民」「共同体の構成員」）が結合してできた語です。
「citizen」は古フランス語'citeien'やアンゴ＝ノルマン語の形から中英語'citezen'を経て現代英語'citizen'になり、近代英語で接頭辞'non-'が付いて'non-citizen'ができました。
当初は「都市の住民」を意味しましたが、やがて「政治共同体の構成員」を指すようになりました。「non-citizen」は基本的に「市民でない」を意味し、法律上の意味合いが発展しました。
