語源
「free speech」は英語に由来し、形容詞の「free」と名詞の「speech」の結合である。'free'は古英語の'frēo'（『奴隷ではない・免除された』）に由来し、'speech'は古英語の'spǣc'／'spraec'（『話した言葉・発話』）に由来する。
「speech」は古英語の'spǣc'／'spraec'から中英語の'speche'を経て近代英語の'speech'になった。'free'は古英語の'frēo'から中英語の'free'となり、現代でも残った。『free speech』の語の結合は近世英語の時期に、自由や権利の議論の中で発展した。
当初 'free' は主に『奴隷でない・免除された』を意味したが、時を経て『拘束されていない・制限されない』という意味に広がり、結果として『当局によって制限されない発言』という現在の意味になった。
